UPPER MICHIGAN - New state laws impacting renters and landlords are set to go into effect Wednesday.  Landlords in Michigan with five or more properties can no longer deny renters who use housing vouchers or other government assistance. The new laws are designed to help make renting easier for those with limited income.  The Michigan State Housing Development Authority (MSHDA) says over the years, people who use housing vouchers have been denied by landlords.  The laws were passed last year during the lame-duck session in Lansing.

Does this mean that landlords can't deny voucher users at all or that they can't deny them because they use vouchers?
