WISCONSIN - Daylight saving time begins on Sunday at 2 a.m. Meanwhile, a Wisconsin bill aimed at ending the practice remains stalled in committee.  With lawmakers out of session, the bill will have to wait until the next legislative session before it can move forward. If the bill fails to reach a floor vote this year, it is likely to return in 2027.  Hawaii and most of Arizona are the only two states that do not observe daylight saving time.
