UPPER MICHIGAN - With a state budget still not passed, school budgets also remain in limbo. Some districts in the U.P. have had to cut some initiatives. The Michigan Senate and House have each passed their own versions of the state budget. But both chambers and the governor still need to come to an agreement on the final version.  The budget was initially supposed to be passed on July 1, the same day local school budgets are also passed. Now it appears the legislature will be working up to the Oct. 1 deadline to avert a government shutdown.
