LANSING - Presidential elections could be decided differently in Michigan under proposed legislation.  HB 4156 and HB 4440 would see Michigan join the National Popular Vote Compact, meaning the state would give all of its electoral college votes to the presidential candidate who receives the most votes across the country. Bill sponsor Democrat Rep. Carrie Rheingans (D), Ann Arbor said her goal is to give more power to voters.  The bills were passed out of committee over a year ago, and now, five months before the election, they’re up for a vote in the state House.  In 2000 and 2016, Republican presidential candidates George W. Bush and Donald Trump won their elections despite not winning the popular vote.  Seventeen states and Washington D.C. have joined the National Popular Vote Compact for 209 electoral votes.
