UPPER MICHGIAN - A bill that would limit the use of cellphones in schools passed the Michigan House of Representatives Wednesday.  99 voted in favor, with 10 voting against it and one abstaining. The bill would prohibit public K-12 students from using smartphones during school instructional periods. The bill includes provisions allowing students to use devices during non-instruction times between classes and at lunch. “Dumb” flip-phone phones would still be allowed.  Exceptions would also be granted for medical conditions and emergencies. The bill must now be passed by the Senate before being signed into law by Gov. Gretchen Whitmer where she is expected to sign it.
